
Overview
The Capital Works Management Framework (“CWMF”) is a suite of standard form construction contracts, templates and guidance notes. The strategic aims of the CWMF is to ensure greater cost certainty at contract award stage, to get better value for money at handover stage and to ensure more efficient end-user delivery.
This two day course (delivered over the course of four half days) will give an overview of the key documents within the CWMF. It will also cover key construction, contract and procurement law issues that may arise when using the CWMF suite.
Who Should Attend
Clients, Contractors, Subcontractors or Consultants interested or involved in the delivery of public sector construction procurement.
Certification
Attendees will receive a CPD Certificate to the Value of 10 CPD Points.

- An overview of the procurement process and the European Union (Award of Public Authority Contracts) Regulations 2016 (“the Regulations”)
- The four pillars of the CWMF
- An overview of the CWMF Instructions to Tenderers and Suitability Assessment Questionnaires
- Update on construction adjudication in Ireland
- Understanding construction procurement at a strategic level – the need to think differently
- The key differences between the various public works contracts (including. risk transfer)
- An overview of the public works contracts with a focus on PW-CF1
- Assessing Contractor claims
- An overview of the Standard Conditions of Engagement for Consultancy Services
- The Regulations and the procurement process undertaken by contracting authorities
- The four pillars of the Capital Works Management Framework
- The planning stage of a procurement process
- The documents used to procure contractors and consultants
- The contracts used to govern the relationship between contracting authorities and contractors/consultants
