About our Grade 7 Core Skills Programme

This comprehensive two-day Higher Executive Officer/Grade 7 Core Skills programme is designed in alignment with the competency model as specified by the Public Appointment Service.

The programme will enable attendees to understand their role, including team leadership, analysis and decision-making and interpersonal and communication skills. Developing these skills can help to ensure the delivery of the organisations goals and efficient policy implementation.

People management and team leadership ideologies and scenarios will be used throughout the programme, as a means of developing skills in motivating, driving performance and delivering results. The course will explore subject areas demonstrating the importance of communication skills in delivering results. It gives participants the tools to develop the core skills needed to excel in this role.

Participants will gain clarity on the role within the provision of the Public Service and the importance of managing teams to deliver quality customer service. It will also ensure that attendees are equipped with the skills required to implement the PMDS successfully.

Pre-training supports

Participants will be asked to complete a pre-programme self-evaluation. This will enable learners to identify and analyse their own core areas of competence, as well as their learning expectations of the course. It will also encourage participants to contemplate the learning opportunity and how it will benefit them before attending, helping to clarify their own commitment to their role.

The programme specifically focuses on developing the following competencies:

  • FOI, Data Protection and Procurement in practice;
  • People and Project Management, and delivering results;
  • Interpersonal and Communications skills;
  • Wellbeing at work and the duty of care; and
  • Developing personal effectiveness and resilience.

Intended Audience

This programme is designed for new and established staff at Higher Executive Office/Administrative Officer/Grade 7 (and equivalent) in Government Departments, Public Sector bodies and State Agencies.

Methodology/Training Delivery

Learning for this programme will be blended. It will consist of a mix of classroom days, learning theory, at-home work, and suggested post-training supports available on Moodle, to allow for reflection between classroom days.

Sile O’Donnell is a HR and Training Consultant and an Adjunct Assistant Professor in Trinity College Dublin. She has over 25 years’ experience of designing and implementing best practice HRM, change management and training strategies, initiatives and policies in the public sector. She was Director of HR in the Eastern Regional Health Authority for five years and an Assistant National Director of HR in the HSE for five years. She provides a range of HR services (including individual and team coaching, line management and change management training, HR strategy and policy development, employee relations advice and representation) to many organisations and individuals in the public and private sector.



Sharon-Dillon-Lyons BLSharon Dillon-Lyons is a Barrister-at-Law. She practises in civil litigation including tort and contract law. She has experience working in policy and compliance with non-governmental organisations; specifically legal duties of bodies including legislative compliance with data protection, freedom of information and health and safety. She also has experience of best practice tools to monitor implementation of policies, procedures and compliance with legal and contractual obligations.




Liz Kearney is a professional trainer and a qualified business coach specialising in well-being in the workplace. She has worked with Aware for the last 4 years delivering programmes on stress, anxiety and depression. She is a Qualified Financial Adviser and an accredited DiSC psychometric practitioner.
