DESCRIPTION:Day 1: Friday\, September 11th 2026 (9.30am – 1.00pm) \nDay 2: Friday\, September 18th 2026 (9.30am – 4.00pm) \n  \nAccreditation: The Institute of Commercial Management\nOverview\nFreedom of Information (FOI) is now an established and fully-accepted feature of all Government departments and offices and many public or publicly-funded bodies in Ireland (now known as “FOI bodies”). The Freedom of Information Act 2014 establishes the following statutory rights for the public: \n\nThe right to be granted access to records held by FOI bodies\, subject to exemptions and exclusions set out in the Act\nThe right to apply to FOI bodies for the amendment of personal information in records held by them\, on the grounds that it is incomplete\, incorrect or misleading\nA general right to apply to FOI bodies for\, and obtain\, reasons and underlying material fact-finding in respect of administrative decisions or “acts”\, subject to certain conditions.\n\nIn addition\, the Act obliges FOI bodies to publish information about themselves\, the information they hold\, and the internal guidelines and precedents they use in decision-making\, as well as proactively publishing information of relevance or interest to the public which would routinely be accessible by way of FOI request. \nThe Act further obliges FOI bodies to familiarise themselves with\, and have regard to\, the Code of Practice for FOI which has been drawn up by the Minister for Public Expenditure and Reform. \nDelivered over a day and a half\, this online programme provides an introduction to\, and grounding in\, the main aspects of the legislation as well as the grounds for non-disclosure. \nAs well as sharing an FOI body practitioner’s experience\, it will include a case study in how to apply the Act in a practical context\, and take a look at the role of the Information Commissioner and the courts on appeal. Our interview skills expert has a wealth of experience on both sides of public sector interview tables. She has trained hundreds of public sector interviewers and has extensive experience working as an interviewer. She has coached candidates to success in the civil service\, local authorities and public sector agencies and has worked with candidates at all levels of\nseniority. \nDo you want some advice and guidance on writing the competency questions that are part of the application form? Would you like some input on writing your CV? Do you want some help in preparing for the interview? Would you prefer to work with our interview expert on a one- to-one basis instead of attending a training course? This programme will examine corporate governance in a public sector context. \nThe 2016 edition of the ‘Code of Practice for the Governance of State bodies’ issued by the Department of Public Expenditure and Reform states that ‘High standards of corporate governance in all State Bodies\, whether in the commercial or non-commercial sphere\, are critical to ensuring a positive contribution to the State’s overall economic efficiency\, competitiveness\, social cohesion and regional development’. \nA new Annex on Gender Balance\, Diversity\, and Inclusion\, to supplement the existing Code of Practice for the Governance of State Bodies\, was published in September 2020 https://www.gov.ie/en/publication/0918ef-code-of-practice-for-the-governance-of-state-bodies/ \nGood corporate governance in the public sector is seen as important for the perception of Ireland as a good and well regulated economy in which to do business. In addition to many of the corporate governance obligations that apply to the private sector\, public bodies are subject to a range of additional compliance obligations. The Civil Service Renewal Plan commits to strengthening Corporate Governance in the Civil Service in line with international best practice. This is being achieved by the implementation of a Corporate Governance Standard for the Civil Service. This Standard was published in 2015 and is used by each Department and Office to guide the development of their individual Governance Framework. For example\, the Department of Public Expenditure and Reform updated its Framework in May 2021. \nThe aim of this programme is to provide grounding on the principles of good public sector corporate governance. These relate to transparency\, accountability\, responsibility\, leadership\, integrity and commitment. \nFormal training programmes in corporate governance are needed to provide a learning structure within which delegates learn to develop a ‘healthy’ understanding of good corporate governance practice. \nLearning Outcomes\nFollowing the successful completion of the course\, delegates will have acquired an understanding of effective corporate governance. \nOn completion of the course\, delegates will have a better understanding of the following: \n\nWhat is meant by corporate governance\nHow corporate governance has developed\nThe 2016 Code of Practice for the Governance of State Bodies and developments since then\nHow the principles of corporate governance can be applied to public sector organisations generally\nThe impact of good corporate governance on the culture of organisations\nThe practical operational benefits that ought to result from the application of the principles\nConsequences of bad corporate governance for the public sector\nUnderstanding and implementing the legislative and regulatory framework\nRisk assessment and mitigation of risks\nRisk management and how to apply it to an organisation\nOverview of fraud risk frameworks\, including fraud risk assessment and trends\nA broad overview of future trends in corporate governance\n\nWho should attend?\nThe intended audience is for those involved in the supervision\, management\, operation or control of public sector bodies. \nIn particular the programme will hold a practical appeal for delegates from the Civil Service\, state agencies and bodies\, universities and local authorities.
