Dates: Monday 5th, 13th and 20th October 2026
(Day 1 will take place in person in the Grand Canal Hotel, D4 with the remaining days taking place online)
A blended professional development programme comprising one in-person workshop (09.30 -4pm), two live online masterclasses (09.30 – 1pm each day) + a regulatory capability assessment framework.
Ireland’s first cross-sector programme dedicated to developing the regulatory profession.
Developed using the UK’s Core Regulatory Skills Framework and adapted for the Irish regulatory environment.
Today’s regulators operate in an environment characterised by technological disruption, increasing public expectations, evolving policy priorities and growing scrutiny of regulatory decisions. Regulatory professionals are expected to exercise sound judgement, apply regulatory powers proportionately, make evidence-based decisions and deliver effective outcomes while maintaining public trust and confidence.
While many regulatory staff possess significant technical and sectoral expertise, there is growing recognition of the need to develop the professional capabilities required for modern regulatory practice.
PAI’s Regulatory Profession Programme has been designed to address this challenge.
Drawing on international best practice, including the UK Government’s Core Regulatory Skills Framework, the programme provides a structured and practical approach to developing the knowledge, skills and judgement required for effective regulation, supervision and enforcement.
Participants will develop capability across six core areas of professional regulatory practice:
- Regulatory theory and principles
- Regulatory frameworks and governance
- Regulatory judgement and decision-making
- Data, evidence and intelligence-led regulation
- Regulatory tools, supervision and enforcement
- Stakeholder engagement, influence and collaboration
The programme equips participants to navigate complex regulatory environments, respond to emerging risks and technologies, engage effectively with stakeholders and apply regulatory powers fairly, consistently and proportionately. Suitable for regulatory officers, inspectors, supervisors, case officers, enforcement staff, policy professionals and managers working across regulatory, supervisory and oversight bodies.
Available as both an open enrolment programme and a tailored in-house programme aligned to an organisation’s statutory mandate, regulatory framework and strategic priorities.
