Minister at the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation
With responsibility for Public Procurement, Digitalisation and eGovernment, Emer Higgins has served as a TD for Dublin Mid-West since 2020. Formerly Chief of Staff for PayPal EMEA and a local councillor, she was appointed Minister of State in 2025. She champions SME access, governance reform, and sustainable public procurement practices.
🌍 Special Guest Speaker: Vojtech Vosecky
A leading voice in Europe’s circular economy, Vojtech co-founded the Institute of Circular Economy and has advised CEOs, governments, and global organizations on sustainable transformation.
In 2022, LinkedIn named him one of Europe’s Top Green Voices. In 2024, Favikon ranked him the #1 Green LinkedIn Creator. Through his consultancy, The Circular Economist, and his work with Circle Economy, he empowers public and private sector leaders to embrace circular principles.
