Welcome to Public Affairs Ireland’s 2022 Annual HR Conference.
For the first time PAI will be taking our popular annual conference both online and in-person, to create an inclusive experience for those who wish to attend and those who are unable to travel on the day.
Our HR conference 2022 will ensure our clients are kept up to date on the latest insights, trends, and solutions for HR Professionals across the Irish Public Sector for the year ahead.
It is timely that our conference takes place after a two-year period of lockdowns and restrictions, shutdowns and remote working. Across the Irish public sector, workforces have adapted to new ways of working while navigating challenges of immense proportions.
Our 2021 HR conference cast a critical eye over and opened engaging discussions on how the Public Sector workforce has adapted, reflected, and reimagined the work landscape of the future. We welcomed key government officials, industry experts and influencers who led discussions on key challenges relevant to Public Sector HR Professionals. Amongst our panel of expert speakers, we were delighted to welcome Dr Orlaigh Quinn, Secretary General, Department of Enterprise, Trade and Employment who opened the event with a timely keynote on The National Remote Working Strategy for the Public Sector.
This year PAI’s 2022 HR Conference will give focus to the key role that HR professionals and leaders play in creating purpose, adding value and shaping positive inclusive cultures. As the largest employer in the State, the Public Sector continues to be a key influencer of change and this event will provide a spotlight for discussions on designing and building the workforce of the future.
Our conference aims to provide an in-depth analysis of the key driving forces and trends impacting on HR strategies, policies and programmes including our diverse and enlarged public sector workforce, and the need to develop inclusive healthy workplace cultures to improve peoples’ working lives at every touchpoint in the employee experience.

Sile O’Donnell is a HR Consultant, Associate Trainer with PAI and an Adjunct Assistant Professor in HRM, organisational behaviour and organisation development (OD) in Trinity College Dublin. Sile has over 30 years’ experience in a range of senior HR and OD roles in the public sector. She provides a range of HR advisory and consultancy services to public sector organisations. She has worked with numerous public sector organisations during the pandemic to develop culture change, performance management systems, workforce planning, competency frameworks and EDI policies. Sile delivers a wide range of training programmes for PAI, including accredited HR and change management training, management and leadership training, equality, wellbeing, and dignity at work programmes. Since 2020 she has trained hundreds of managers in managing people and teams remotely.
Sile is a full fellow chartered member of the CIPD since 2004, and she has extensive qualifications in HR (www.sileodonnell.ie). She has a passion for innovation in HR and people management and she has worked with many organisations in the public sector to develop best practice HR programmes, policies, and structures. Sile has chaired our annual HR conference for the past four years.
