About this Training Programme
This programme is based on core competencies for HEOs (and equivalent grades) as set out in the Public Appointments Service Competency Framework. This programme has been running for several years and it has become even more popular in its newly designed online format. It is also a useful programme for people at Executive Officer level who want to develop their competencies to progress their careers in the public sector.
The programme is highly interactive and it focuses on developing core HEO competencies through a range of different training techniques. Topics that we cover include the following:

- Managing, motivating and developing performance
- Communicating and engaging effectively in a remote working environment
- Manging conflict positively
- Leading teams (in the workplace and remotely)

Programme Tutor
Sile O’Donnell is a HR and Training Consultant and an Adjunct Assistant Professor in Trinity College Dublin. She has over 25 years’ experience of designing and implementing best practice HRM, change management and training strategies, initiatives and policies in the public sector. She was Director of HR in the Eastern Regional Health Authority for five years and an Assistant National Director of HR in the HSE for five years. She provides a range of HR services (including individual and team coaching, line management and change management training, HR strategy and policy development, employee relations advice and representation) to many organisations and individuals in the public and private sector.
