PAI have reviewed and updated our popular Certificate in Public Procurement programme for 2022. Reflecting on the progress made within government to professionalise the role of the procurement officer and to highlight the key part this profession plays in driving progress beyond the traditional pillars (value, quality, and transparency) and adopting new pillars such as strategic and green procurement.
In light of these advancements PAI have updated our eight-day ICM accredited Certificate in Public Procurement providing learners with a comprehensive introduction to Procurement for public sector executives seeking to professionalise and enhance their knowledge of procurement law and strategy.

Each participant is assessed on the basis of coursework and a formal examination on the last day. They will be required to demonstrate their uptake of skills and knowledge on all of the course modules. Participants must pass the examination on the last day of the course and complete the course assignments in order to receive their certificate.
Assessment methods will include an assignment, a group presentation and a written exam on the final day of the course.
Learners will receive a Professional Development (CPD) certificate on successful completion of the course including attendance, coursework assessments and the final exam.

David Coffey, CEO of The Clearview Group
David Coffey is the CEO of The Clearview Group – a Dublin-based procurement and supply chain services and technology company. He was born and educated in Ireland. David emigrated to the US in his early twenties, after completing his Masters as a fortunate green card lottery winner. During his time in the US he developed the foundational experience that would later help to create and shape Clearview. In his early years in the US he worked as a strategy/change consultant with some of PwC’s Fortune 500 clients across a range of industries, all undergoing significant evolution and transformation. Strategic procurement, or as David refers to it – Procurement Advantage, was a route to competitive advantage. He later assumed strategic procurement/supply chain leadership roles for the North American operations of both ABN AMRO Bank and Takeda Pharmaceuticals. In both organisations he shaped and implemented the procurement and supply chain strategies. Both were facing very different challenges around growth, competition, regulation, and so on. Working alongside procurement leaders including AT Kearney he elevated the role and perceived value of procurement by introducing innovative solutions including category management and SRM. He was an early adopter of advanced procurement technologies.
Claire Graydon, Associate at Quigg Golden, LLB (Hons), MSc
Following law studies at the University of the West of England, University College Dublin and the Michael Smurfit Graduate Business School, Claire began her legal career working for a boutique law firm in Dublin. Claire developed a keen interest in procurement during her masters and completed a dissertation on the social values in public procurement.
Claire regularly provides advice on both contentious and non-contentious procurement issues and works on behalf on contracting authorities to draft, implement and manage entire procurement processes. This experience has included every stage from advising on strategy, market engagement, publishing notices, drafting PQQ and ITT documents (standard CWMF and bespoke), managing clarifications, marking tender submission and drafting Regulation 6 notices. Claire’s legal expertise coupled with her hands-on experience of procurement and construction law issues brings a practical and commercially focused approach to all matters she is involved in.
Stewart Roche is a qualified Chartered Accountant (FCA) with an MBS in Corporate Leadership from Dublin City University. He worked as Management Accountant with the Higher Education Authority (HEA) for 20 years up until 2018 and then as a Financial Consultant to the HEA in 2019 and now operates as a self- employed consultant. Stewart introduced a computerised accounting package and authored various financial analyses and reports for the Higher Education sector including annual Financial Trend Analysis Reports on a range of financial activities in the Universities and Institutes of Technology. He is a member of a number of Audit and Risk Committees and has experience with European ERDF and ESF programmes as well as extensive experience auditing submitted claims.
Conor Molloy participated in WG2.6 Working Group 2.6 to review and update some of the EU Green Public Procurement (GPP) guidelines 2017-18. He is an independent energy advisor with an MSc in Energy Management and Renewable energy from University of Ulster, he is a Certified Energy Manager (CEM), Measurement & Verification professional (CMVP) and trainer for ISO50001.
Conor has trained over 200 ESOS Lead Assessors in Transport Energy Auditing, led the publication of EN 16247-4 Europe’s transport energy audit standard and contributed to ISO50004.
Since 2005, Conor has been helping business save fuel and manage their energy use for profit and reduced emissions. Accepted as a member of the Association of Energy Engineers, CILT, FTAI, IMCA and EVO. He is a registered lead ESOS assessor (UK) and registered energy auditor (Ireland).
