SUMMARY:PAI's Certificate in Effective Leadership - Three Day Blended Programme
DESCRIPTION:Full Programme Details \nDay 1: Monday\, October 5th October | In Person\nDay 2: Tuesday\, October 6th October | In Person\nDay 3: Tuesday\, 13th October  | Online \n  \nPlease note: Day 1 and 2 of this programme will take place in person in a Dublin 4 venue (Grand Canal Hotel) to allow for additional engagement and initial peer learning. The remainder of the course will be delivered online. \nAbout the course\nWhat does it take to be a good leader and manager in public sector organisations? It is often said that good leaders are made and not born\, and that leadership skills are acquired through identifying your own leadership styles and adapting them to the situation and people involved in your workplace. Formal training programmes in leadership provide a learning structure within which to develop an understanding of the principles of leadership and identify areas in which individuals need to concentrate their development effort to be excellent leaders and managers. \nThis Certificate in Effective Leadership is a qualification exploring roles and theories\, winning and maintaining commitment\, setting and communicating direction. Attendees will be given a thorough grounding in the Myers Briggs Type Indicator (MBTI). This instrument is the most widely-used framework for providing insights and understanding of individual preferences that may drive specific workplace behaviours. It is particularly useful for those who do not have the opportunity to engage actively in leadership but who are preparing to do so\, or for those employed in a leadership role and are keen to underpin their practice with a clearer knowledge of the principles of leadership. \nLearning Outcomes\nThroughout the course\, attendees will: \n\nIdentify the key principles of strategy in leadership – vision\, mission\, strategy – and the roles they play\nAssess and develop their own ability to motivate others and build commitment to their organisation’s values and goals;\nAssess the effect the prevailing leadership styles have on behaviour and performance in their organisation;\nDevelop an in-depth understanding of their own personality and how it influences their behaviour at work across a range of contexts and situations;\nDevelop their ability to communicate their organisation’s values and goals to others;\nDevelop their own ability to use different leadership styles\, as appropriate to the situation and people involved;\nIdentify and improve on the factors shaping levels of motivation and commitment;\nImprove and develop their personal leadership and management skills for the public sector workplace; and\nUse the Myers Briggs Type Indicator (MBTI) to focus on the likely strengths and positive qualities of different personality styles.\nDevelop an understanding of leading teams and their own leadership capability.\n\nIntended Audience\nThe intended audience are public sector employees who in the course of their work are expected to perform a leadership role. Delegates have been from the civil service\, state agencies and bodies\, universities and local authorities. They are usually head of a function\, a manager\, director or senior executive (typically equivalent to HEO\, AP\, PO grades in the civil service). It is also of value and interest to specialists\, officers and officials at all grades who are preparing to take on leadership roles and who wish to progress their careers. \nEvaluation and Validation\nInformal Validation Multiple learning interventions are built into this programme including: case studies\, self-assessment\, group exercises\, role plays and presentations are used throughout the course and customised to meet the specific needs and experience of attendees. \nAccreditation Attendees will receive a continuing professional development (CPD) certificate on successful completion of the programme. \nTrainer\nOur trainer\, Ashley Hughes\, is a driven professional with 25 years’ experience in the People Development arena working across public\, private and voluntary sectors.  She has exemplary learning and development credentials offering a proven track record of success in the design and delivery of engaging learning programmes. SUMMARY:Proofreading Skills
DESCRIPTION:About the Workshop\nHow do you feel when you read a report\, leaflet\, letter or professional website that contains errors in grammar\, spelling and punctuation? Not impressed? \nWe all know that business writing must be polished and professional at all times\, but the challenge lies in avoiding errors and inconsistencies in grammar\, spelling and punctuation. SUMMARY:The AIE Regulations - Access to Information on the Environment
DESCRIPTION:Seminar Overview\nThe AIE Regulations allow access to environmental information held by a public authority. These Regulations also outline the manner in which requests for information may be submitted to public authorities\, as well as the manner in which public authorities are required to deal with requests. \nThe AIE Regulations also provide for a formal appeals procedure known as an internal review in the event that a person is unhappy with the decision about their request. If an applicant is still unhappy after an internal review they may apply to the Office of the Commissioner for Environmental Information (OCEI) or an independent decision on the matter. \nThe number of access requests under the AIE Regulations are increasing steadily\, as noted in the Annual Reports of the Commissioner for Environmental Information. Environmental issues are now reported upon more frequently in the media. Furthermore\, climate litigation against governments\, corporations and fossil fuel companies continues to increase across the world. \nThis one-day online training course will focus on the requirements for processing a request. It will examine the application of certain exemptions\, the appeals process\, procedural issues\, key OCEI decisions and more. \nParticipants will leave the course with a much more advanced understanding of the AIE Regulations. \nWhat is Environmental Information?\n\n\nThe AIE Regulations define environmental information as: \n\n\n\n\n“any information in written\, visual\, aural\, electronic or any other material form on the below \n– environmental elements (soil\, land\, water\, air etc) \n– factors affecting the elements of the environment (waste\, discharges\, emissions) \n– human health and safety \n\n\nWhat Public Bodies are Subject to AIE?\nAccording to the official government website\, \n\n\nThe AIE Regulations broadly define “public authorities” to encompass all bodies that have a role in public administration and that possess environmental information. It is important to note that this definition is broader in scope than the definition of “public body” in the FoI Acts. \n\n\n\n\nUnder the 2011 Regulations\, the Minister is required to publish an indicative list of public authorities that are subject to the AIE Regulations. These are: \n\n\n\n\n\ngovernment departments\nlocal authorities\nnon-commercial state agencies\ncommercial state agencies\nregulatory bodies\n\n\n\nLearning Outcomes\n\nUnderstanding the European Communities (Access to Information on the Environment) Regulations 2007 to 2018\nRecent Trends and Statistics\nDefining “Public Authorities”\nDefining “Information on the Environment”\nApplying Exemptions\nProcedural Issues: Charges and Timeframes\nReview and Appeal\nOffice of the Commissioner for Environmental Information\nKey Decisions\nThe Role of the Decision Maker\n\nAudience\nThis course is ideally suited to anyone working within a public authority responsible for processing AIE requests and also all public bodies who are subject to Access to Information on the Environment. \nTailored Training \n\n\n\nAll of our open programmes can also be run on an in-house basis. SUMMARY:Grant Management - Management of State or EU Funding - Online Programme
DESCRIPTION:Day 1: Monday\, 9 November \nDay 2: Monday\, 16 November \nDay 3: Monday\, 30 November \nTimes: 9.30am – 4.00pm \nProgramme Overview  \nGain the foundational knowledge you need to award and monitor your grants and cooperative agreements effectively from pre-award through to project closeout. SUMMARY:Masterclass: The Legislative Process and Drafting
DESCRIPTION:Masterclass Overview \nLegislative drafting can be defined as the drafting of legislation and of any writing which arises out of legislation. \nUnder the Constitution of Ireland\, the Oireachtas is the only institution of the Irish State that can make laws. Legislation starts as a Bill. The bill must be passed by the Dáil and the Seanad (the two Houses of the Oireachtas) before the President can sign the bill into law. When it is signed by the President\, the Bill becomes an Act and is added to the Statute Book. \nBills must pass through a number of stages before they are voted on by the members of the Oireachtas\, including a drafting stage. Once it is drafted\, a Bill must go through five stages before it becomes law. \nThis seminar will grant attendees the skills required when interacting and working closely with legislative updates and will offer a detailed outline on the legislative process involved in drafting a bill and the stages it must go through before it becomes law. It will also offer a detailed look at the structure of legislation and will incorporate relevant case studies and practical exercises for open discussion. \n  \nLearning Outcomes: \nThe seminar will cover the following areas of discussion: \n\nSeparation of Powers and types of legislation\nExamples of amending legislation\nStages of a Bill (Enactment\, Commencement)\nThe Role of the President and the Council of State\nStatutory Instruments – Delegates and Secondary Legislation\nLegislative Changes and Amendments – Orders and Regulations\nThe Impact of EU Law\n\n  \nWho Should Attend? \n\nThis seminar will be of interest to all legal professionals and anyone involved in drafting legislation or working with legislative updates. \n  \n\n\nBooking \n\nMultiple Delegate Discount \n\n3+ Delegates – 5% Discount\n5+ Delegates – 10% Discount\n10+ Delegates – 15% Discount \nTo avail of our multiple delegate discount for 3 or more delegates\, you must email registrations@pai.ie with the name and details of all those you wish to book. SUMMARY:PAI's Confident Call Handling for Public Service
DESCRIPTION:Full Workshop Details\nDate: Thursday\, November 19th 2026\nTime: 10.00 am-3:00 pm\nMethod of Delivery: Online\nCPD: 5 CPD hours\nPrice: €495 \n\nWorkshop Overview\nBack in 2018\, we asked participants on one of our telephone communication programmes what they found most difficult when dealing with the public. Their answers were very direct: \n\nAngry callers\nPeople talking over them\nRudeness and bad language\nCallers demanding immediate action\nTrying to explain something to someone who would not listen\n\nWhen we asked what they most wanted to improve\, they did not mention telephone etiquette. They wanted to communicate more clearly\, feel more confident\, listen better\, remain calm under pressure and deal more effectively with difficult customers. \nA great deal has changed since then. Public services are now much more digital\, and someone may move between a website\, an online form\, email and telephone support while trying to resolve a single issue. But the human conversation is still just as important. \nIn many cases\, a person picks up the phone because their issue is complex\, sensitive or still unresolved. The person answering the call needs to be able to listen carefully\, explain things clearly\, calm a difficult situation\, set appropriate boundaries and help identify a practical next step\, often under considerable pressure. That is why we are returning to this important topic in 2026. \n2026 Feedback\nFeedback from our 2026 training programmes has been extremely positive\, with participants highlighting the practical exercises\, breakout-room activities\, real-world examples and the trainer’s knowledge and delivery as particularly valuable. \nAttendees also appreciated learning how to respond effectively to different workplace situations and consistently rated the programme highly for its relevance\, pace\, materials\, interactive elements and practical application. One participant\, commented: “Excellent training session\, would recommend to colleagues. Excellent and very personable trainer.” Overall\, participants strongly agreed that the training met their expectations\, provided a clear understanding of the subject matter and equipped them with useful knowledge and skills that can be applied in their professional roles. \nLearning Outcomes\nExercise: Identify your role in the Cycle of Service leading to an overview of telephone best practice. \nCommunication Skills: This segment will begin with a First Impressions exercise.  It will highlight the importance of effective listening and identify barriers to listening. \nTelephone Etiquette: Incoming calls\, Placing customers on hold\, Taking and relaying messages\, Using voicemail\, Ending a call\, The phase of a call. \nLanguage: A discussion focusing on current phrases used in telephone communications will inform the segment on the benefits of using positive language.  Key phrases for use in future communications and attendees will be encouraged to create a script for themselves to assist them when they feel challenged with customer behaviours. \nSelf-management for challenging calls: Attendees will be provided with the tools to manage themselves in challenging situations. \nIntended Audience \nThis workshop will be very suitable for those who work in a customer facing role\, taking and dealing with calls from the public via telephone and handling queries and complaints effectively and professionally. \nTailored Training \n\nAll of our open programmes can also be run on an in-house basis. For more information\, see our page on In-House Training. \nMultiple Delegate Discount\nLimited Places Available – book early to avoid disappointment. \n\n3+ Delegates – 5% Discount\n5+ Delegates – 10% Discount\n10+ Delegates – 15% Discount\n\nTo avail of our multiple delegate discount for 3 or more delegates\, you must email registrations@pai.ie with the name and details of all those you wish to book. SUMMARY:Certificate in Public Law
DESCRIPTION:Full Course Details\nDay 1: Friday\, November 20th 2026 \nDay 2: Friday\, November 27th 2026 \nTime: 9:30 am to 4:00 pm \nMethod of Delivery: Online \nFee: €1\,325 \n\n  \nCourse Overview\nThe law is steeped in tradition\, but is also an ever evolving field which impacts on everything that we do. This is no more apparent than in the function and work of public sector bodies\, many of which are created and regulated under statute and subject to special legal principles and rules which are loosely known as public law. Knowledge of the key principles and rules of public law is critical for all public administrators\, who need to be versed on the rules and principles that apply to public administration in Ireland. \nThis programme has been specifically designed for the public sector in Ireland. The case studies which have been prepared for attendees to work with are based on the real-world experiences of those working in a public sector environment. A key aim of the course is the delivery of a practical awareness and understanding of the public service’s roles and obligations arising under Irish law. \nHow will this Programme help? \nThe aim of this course is to provide public servants with the information\, knowledge and competencies in the area of public law so that they have the ability to fulfil their roles and securing an accredited qualification following a condensed and focused course. The course will take a practical approach\, focusing on the key legal principles\, but applying them to everyday situations. Delegate participation and interaction will be encouraged by way of group exercises and discussion. \nWhy is this relevant?   \nFor organisations in the public sector\, there are special rules concerning access to the documentation and materials on which key decisions are taken as they affect the delivery of public services or key policy and legislative decisions. The Freedom of Information Acts and Data Protection Acts provide an additional mechanism for securing access to documents that are generated by prescribed bodies. There are also special rules that apply to the giving and receipt of legal advice by public bodies with specific types of legal privilege that only apply to public sector bodies. Recent court decisions have also clarified the extent to which legal professional privilege attaches to advice provided by in house counsel within organisations. \nPublic bodies exercising regulatory or prosecuting functions also encounter the issue of legal professional privilege in the context of document disclosure and seizure of documents\, particularly electronic documents. There are also certain principles that underpin how public bodies must conduct themselves in their decision making functions. Issues such as constitutional justice\, fair procedures and legitimate expectation are an important backdrop to how public administration is delivered. \n  \nLearning Outcomes\nBy the end of this 2-day course\, participants will have developed a deeper and more comprehensive knowledge of the following elements of public law: \n\nThe different sources of law in Ireland\nIrish Constitutional Law (an introduction)\nThe powers of the Legislative\, the Judiciary and the Executive arm of government\nThe personal rights under the Constitution\nThe principles of constitutional justice\nThe judicial review process\nPublic Law Doctrines\nThe issues that arise for the state as defendant\nVicarious liability and its implications\nDifferent types of damages\nDifferent types of privilege and when it arises\n\n  \nWho Should Attend:\nThe course will be of direct interest to lawyers and non-lawyers working in the public service. For lawyers it will provider a useful refresher and update to the key principles of public law\, in a manner which fulfils CPD requirements and provides an accredited qualification. For public servants who do not have a legal qualification\, the course will provide a useful and practical understanding of this complex area\, which has an impact on their working lives. \n  \nAssessment and Certification:\nThis course is accredited by the Institute of Commercial Management (ICM). \nThis programme provides for continuous assessment based on in-class participation and group engagement. \nTo achieve the aligned ICM certificate\, participants will be required to demonstrate their uptake of skills and knowledge gained from all of the course’s modules with a short MCQ (Multiple Choice Questionnaire) and two essay style questions (500 words x 2) assignments. \n
