SUMMARY:Introduction to Policy Making (online)
DESCRIPTION:Overview\nEffective policy-making ensures that new initiatives are not only well-intentioned but also practical\, sustainable and capable of producing tangible benefits. It is a multifaceted and dynamic process that plays a crucial role in translating the political vision of a government into actionable outcomes that benefit society. \nA wide range of people and organisations strive to shaped and influence policy. They include Ministers\, civil servants\, political parties\, public bodies\, interest groups\, activists\, public opinion and the media. For public officials\, effective policy-making is especially important as it directly impacts the well-being and future of diverse and vulnerable populations. \nThis seminar is designed to equip participants with a comprehensive understanding of the policy-making process\, highlighting the critical steps\, challenges\, and best practices involved. It will also cover the conceptualisation and development of policies to the evaluation and consultation stages. \nLearning Outcomes\n\nUnderstanding Policy-Making: Gain a clear understanding of the intricate processes involved in developing policies\, emphasising the preparatory work and consultation required to create effective policies.\nDifferentiating Public and Private Policies: Explore the distinct roles and objectives of public versus private policies\, including the overlaps and unique challenges faced by each sector.\nNavigating the Legislative Process: Learn about the journey of policy proposals from initial drafts through governmental and parliamentary scrutiny to becoming enacted legislation.\nEvaluating Policies: Familiarise yourself with the latest tools and guidelines for evaluating public policies\, particularly focusing on capital investment\, environmental impact\, and quality assurance.\nAssessment Techniques: Understand various assessment processes such as multi-criteria analysis\, value-for-money reviews\, and regulatory impact assessments\, which are essential for thorough policy evaluation.\n\n  \nA Note from your Trainer:\n“There is considerable evidence that work done in advance of decision-making yields benefits. Of course\, it must be acknowledged that policymaking is not a simple process. It is increasingly a complex\, dynamic\, interactive\, and demanding process. Policy proposals can come from a variety of sources; from Government Programmes\, Court decisions\, EU decisions\, international obligations\, think-tanks and from the public. It is a matter then for Governments to make policy decisions having benefited from the advice of their civil servants and their advisers. \nAlthough the process can vary depending on the context—such as government\, business\, or non-profit organisations—policy making follows a set of fundamental stages illustrating how ideas evolve from mere concepts into concrete actions that influence communities and nations. \nThe need to follow-up on policy implementation is particularly important in this era of scarce resources”. \n  \nMultiple Delegate Discount\n\n3+ Delegates – 5% Discount\n5+ Delegates – 10% Discount\n10+ Delegates – 15% Discount\n\nTo avail of our multiple delegate discount for 3 or more delegates\, you must email registrations@pai.ie with the name and details of all those you wish to book. SUMMARY:Masterclass: The Legislative Process and Drafting
DESCRIPTION:Full Course Details\nTitle: Masterclass:  The Legislative Process & Drafting\nDate: Tuesday\, May 13th 2025\nTime: 9.30am – 1.00pm\nCPD: 3.5 CPD Hours\nMethod of Delivery: Online\nFee: €360\n  \nMasterclass Overview \nLegislative drafting can be defined as the drafting of legislation and of any writing which arises out of legislation. \nUnder the Constitution of Ireland\, the Oireachtas is the only institution of the Irish State that can make laws. Legislation starts as a Bill. The bill must be passed by the Dáil and the Seanad (the two Houses of the Oireachtas) before the President can sign the bill into law. When it is signed by the President\, the Bill becomes an Act and is added to the Statute Book. \nBills must pass through a number of stages before they are voted on by the members of the Oireachtas\, including a drafting stage. Once it is drafted\, a Bill must go through five stages before it becomes law. \nThis seminar will grant attendees the skills required when interacting and working closely with legislative updates and will offer a detailed outline on the legislative process involved in drafting a bill and the stages it must go through before it becomes law. It will also offer a detailed look at the structure of legislation and will incorporate relevant case studies and practical exercises for open discussion. \n  \nLearning Outcomes: \nThe seminar will cover the following areas of discussion: \n\nSeparation of Powers and types of legislation\nExamples of amending legislation\nStages of a Bill (Enactment\, Commencement)\nThe Role of the President and the Council of State\nStatutory Instruments – Delegates and Secondary Legislation\nLegislative Changes and Amendments – Orders and Regulations\nThe Impact of EU Law\n\n  \nWho Should Attend? \n\nThis seminar will be of interest to all legal professionals and anyone involved in drafting legislation or working with legislative updates. \n  \n\n\nBooking \n\nMultiple Delegate Discount \n\n3+ Delegates – 5% Discount\n5+ Delegates – 10% Discount\n10+ Delegates – 15% Discount \nTo avail of our multiple delegate discount for 3 or more delegates\, you must email registrations@pai.ie with the name and details of all those you wish to book. SUMMARY:Certificate in Policy Development\, Legislative Drafting and Delivery
DESCRIPTION:Full Programme Details\n\nDay 1: Wednesday\, April 2nd | In Person | The Grand Canal Hotel D4\nDay 2: Wednesday\, April 9th | Online\nDay 3: Thursday\, April 10th | Online\nTime: 9.30am – 4.00pm\nCPD: 14 CPD Hours\nMethod of Delivery: Blended\nFee: €1750\n\n\nProgramme Overview\nThe development of public policy is a key responsibility of the Government and remains a key focus for all public servants. In recent years\, policy development has embraced new more inclusive approaches\, with an increased emphasis on consultation with key stakeholders and some internet based consultation processes for draft legislation. With the introduction of Regulatory Impact Analysis (RIA)\, policy development has become a more focused and effective process. \nHowever\, while more inclusive\, the process of developing policy in key areas and drafting legislation to give effect to policy proposals remains a complex and time consuming activity for public servants. SUMMARY:Certificate in Corporate Governance
DESCRIPTION:Programme Details\nDay 1: Wednesday\, 14th May 2024| In Person | The Grand Canal Hotel D4\nDay 2: Wednesday\, 21st May 2024| Online\nTime: 9.30am – 3.30pm\nCPD: 10.5 CPD Hours\nFee: €1750 \n\nAbout the Programme\nThe term ‘corporate governance’ is generally understood to encompass how an organisation is managed\, its corporate structure\, its culture\, its policies and strategies\, and the ways that it deals with its various stakeholders. Although fundamental differences arise in the governance of private and public sector entities\, the principles underlying good corporate governance are similar. This programme will examine corporate governance in a public sector context. \nThe 2016 edition of the ‘Code of Practice for the Governance of State bodies’ issued by the Department of Public Expenditure and Reform states that ‘High standards of corporate governance in all State Bodies\, whether in the commercial or non-commercial sphere\, are critical to ensuring a positive contribution to the State’s overall economic efficiency\, competitiveness\, social cohesion and regional development’. \nA new Annex on Gender Balance\, Diversity\, and Inclusion\, to supplement the existing Code of Practice for the Governance of State Bodies\, was published in September 2020 https://www.gov.ie/en/publication/0918ef-code-of-practice-for-the-governance-of-state-bodies/ \nGood corporate governance in the public sector is seen as important for the perception of Ireland as a good and well regulated economy in which to do business. In addition to many of the corporate governance obligations that apply to the private sector\, public bodies are subject to a range of additional compliance obligations. The Civil Service Renewal Plan commits to strengthening Corporate Governance in the Civil Service in line with international best practice. This is being achieved by the implementation of a Corporate Governance Standard for the Civil Service. This Standard was published in 2015 and is used by each Department and Office to guide the development of their individual Governance Framework. For example\, the Department of Public Expenditure and Reform updated its Framework in May 2021. \nThe aim of this programme is to provide grounding on the principles of good public sector corporate governance. These relate to transparency\, accountability\, responsibility\, leadership\, integrity and commitment. \nFormal training programmes in corporate governance are needed to provide a learning structure within which delegates learn to develop a ‘healthy’ understanding of good corporate governance practice. \nLearning Outcomes\nFollowing the successful completion of the course\, delegates will have acquired an understanding of effective corporate governance. \nOn completion of the course\, delegates will have a better understanding of the following: \n\nWhat is meant by corporate governance\nHow corporate governance has developed\nThe 2016 Code of Practice for the Governance of State Bodies and developments since then\nHow the principles of corporate governance can be applied to public sector organisations generally\nThe impact of good corporate governance on the culture of organisations\nThe practical operational benefits that ought to result from the application of the principles\nConsequences of bad corporate governance for the public sector\nThe accountability process for public sector organisations\nUnderstanding and implementing the legislative and regulatory framework\nRisk assessment and mitigation of risks\nRisk management and how to apply it to an organisation\nOverview of fraud risk frameworks\, including fraud risk assessment and trends\nA broad overview of future trends in corporate governance\n\nWho should attend?\nThe intended audience is for those involved in the supervision\, management\, operation or control of public sector bodies. \nIn particular the programme will hold a practical appeal for delegates from the Civil Service\, state agencies and bodies\, universities and local authorities. It is also of value and interest to specialists\, officers\, directors and officials at all grades who require knowledge of effective corporate governance and who wish to progress their careers. \nCertification\nThis Programme is certified by the Institute of Commercial Management (ICM) and a Certificate of Qualification will be provided upon successful completion of all programme components. \nMultiple Delegate Discount\n\nLimited Places Available – book early to avoid disappointment. \n\n3+ Delegates – 5% Discount\n5+ Delegates – 10% Discount\n10+ Delegates – 15% Discount\n\nTo avail of our multiple delegate discount for 3 or more delegates\, you must email registrations@pai.ie with the name and details of all those you wish to book.
